No, the PECO interconnection application process information can be found, here. When applying for a solar rebate, proof of an interconnection application is required. Rebates will only be provided to residential installations that meet all eligibility requirements, which can be found on page 2 of the application form, and after they are In Service status (connected to the grid and generating power). A solar rebate application can be submitted after you have received PECO's Permission to Install but rebates will not be paid until the system is completely installed and In Service status.
